Correct a User's Email

Fixes a typo — bypasses normal verification since this is an admin correction. A fresh verification email is sent to the corrected address.

SMS Access

Enable or disable SMS notifications for a specific account. Requires SMS_ENABLED and Twilio to also be configured — this is the per-account kill switch, used to revoke SMS from an individual account if needed.
